Background / General description:
Note: Please include three references in the application package. The Research Department of the World Bank (DECRG) conducts research, provides analytical support, and disseminates knowledge about development that is essential for the achievement of the World Bank’s ultimate objective--reducing poverty in a fiscally, environmentally, and socially sustainable manner. Within DECRG, the Environment and Energy team (DECEE) addresses how economically efficient and environmentally sustainable use of energy, natural resources, and the services of the natural environment are key contributors to economic growth and poverty reduction. Topics covered include environment, energy, climate change, water, and urban and regional development. The Environment and Energy team (DECEE) is seeking a senior economist with substantial knowledge in one or more of the areas described above and with the requisite skills to contribute to the research agenda of the group. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 5 year term appointment.
Duties and Accountabilities:
(1) Undertake rigorous applied research on economic and policy issues within these broad topics, and their connections with the larger process of development and poverty alleviation. (2) Interact with Bank staff in the sectoral networks and in operational departments, providing sound and timely advice and cross-support on analytical, operational and policy issues as well as sector strategy related to the fields of the incumbent’s competence. (3) Maintain a high level of personal expertise in research and an excellent reputation in her/his own areas of specialization, to be reflected in published output in peer-reviewed journals and participation in internal and external seminars and conferences. (4) Generates 'think pieces' and 'best practices' studies, handles complex economic, institutional and program implementation issues, and coordinates and produces major/complex economic research and policy reports. (5) Participate actively in the broader knowledge sharing of the Bank, by disseminating key research findings to non-technical audiences through a variety of print and other media.
Selection Criteria:
Three reference letters (Please include the contact information of references in your CV, and attach letters when applying on line). 1) Advanced university degree (PhD preferred) in Economics or related field and a minimum of 8 years of relevant experience (including professional experience acquired prior, during and after the PhD program). 2) Strong analytical skills and excellent command of applied micro-economics relevant to fields of expertise, evidenced through publication of high-quality, original research in peer-reviewed journals. 3) Strong ability to make research accessible to a wide audience and to translate it into practical solutions. 4) High quality of written and verbal communication skills in English. 5) Commitment to teamwork and knowledge sharing, and working with multidisciplinary teams on complex projects across different sectors. COMPETENCIES: General Economic Knowledge and Analytical Skills - Possesses Cross-country knowledge in economic specialty and demonstrates ability to link the macro, institutional, and micro-level behaviors; able to support findings/policy recommendations with credible analysis and tools. Knowledge and Experience in Development Arena - Translates technical and cross-country knowledge into practical applications and contributions to country and sector strategies; interacts with clients at the policy level. Policy Dialogue Skills - Anticipates needs and requests in the field and conducts independent policy discussions with representatives of the government and non-government partners. Integrative Skills - Understands relevant cross-sectoral areas how they are interrelated; able to undertake cross-sectoral work in lending and non-lending operations. Leadership within the Profession and Bank - Is able to take responsibility for the work program - has functioned as a team leader for a project (or equivalent) Research Temperament /Intellectual Curiosity - In addition to a research temperament, has the experience to identify the boundaries of their work: how far to push and where to look for tractable angles into a question Economic Report Writing - Is building a significant pipeline and track record of publishing papers or reports in media appropriate to the work being published and to the economist's sub-discipline (World Bank flagships, World Bank ESW report (through cross-support), policy reports Written and Verbal Communication - Demonstrates the ability to influence and persuade others to accept ideas and suggestions (such as counterparts in government, international partner organizations, academia, and Bank colleagues, senior staff and managers) Client Orientation - Maintains client relationships in the face of conflicting demands or directions and provides evidence-based advice and solutions based on sound diagnosis and knowledge. Drive for Results - Identifies the needed resources to accomplish results involving multiple stakeholders and finds solutions to obstacles affecting key deliverables. Teamwork (Collaboration) and Inclusion - Shows leadership in ensuring the team stays organized and focused, and actively seeks and considers diverse ideas and approaches. Knowledge, Learning and Communication - Leads in the sharing of best practice, trends, knowledge and lessons learned across units and with clients and partners, articulating ideas verbally and in writing in a clear and compelling way across audiences of varied levels. Business Judgment and Analytical Decision Making - Gathers inputs, assesses risk, considers impact and articulates benefits of decisions for internal and external stakeholders over the long term.
