Responsibilities
We are looking for suitable candidates to join our Legal Division as Senior Legal Counsel or Legal Counsel. Our Legal Division provides a comprehensive range of legal services to meet CAAS’ organisational goals and operational needs and supports all CAAS Divisions in carrying out CAAS’ functions which include aviation safety and economic regulation, air navigation services provision, air transport development and industry promotion, representing Singapore at the International Civil Aviation Organization and other international fora and provision of aviation training. The Division also manages insurance matters.
Responsibilities
• Contract, Insurance and Operations Matters - You will be a strategic partner to various Divisions by providing them with sound legal advice and solutions on a wide range of agreements and various other legal documents covering diverse areas such as procurement of goods and services, grants and incentives, research and other forms of collaboration, intellectual property, employment, operations-related issues and dispute resolution - You will ensure that CAAS’ legal risks are well managed and CAAS is adequately covered by advising on and / or supervising contractual risks management and insurance coverage and claims matters
• Enforcement and Regulatory Matters - You will work with the regulatory Divisions to formulate / review and implement appropriate enforcement policies and processes - You will advise on / handle enforcement cases and prosecution and related regulatory issues. - You should be prepared to also handle legislation drafting, provide regulatory advice and aviation security matters
• You can expect to be called upon to handle international agreements and represent CAAS and / or advise CAAS delegations attending or at international meetings. You should be prepared to assist in crisis management / emergency responses, provide in-house basic legal training, develop checklists, templates and guidance procedures and handle various other matters when required
Requirements
• Bachelor of Law (Honours) degree and preferably qualified under the Legal Profession Act • Willing to work hard and under pressure and to handle a wide range of work in a dynamic environment • Self-motivated and have excellent interpersonal and communication skills with ability to engage and interact at different levels. • Prior experience in handling procurement and other contracts, intellectual and other property matters, enforcement/prosecutions and/or insurance procurement is preferred. If you do not have such prior experience, willingness to acquire the requisite knowledge on the job speedily is expected. Prior experience or a strong Interest in aviation, regulatory and/or public sector in-house counsel work would be an advantage
