Background / General description:
The Information Management Technology (IMT) unit is the Information Technology division of the World Bank Group (WBG). It provides core IT infrastructure and business application services to WBG, covering the Washington DC headquarters and all of the Country Offices (CO). The WBG IT strategy is designed to align IT initiatives with the Bank’s business strategy and with the overarching objective of ensuring that end-users have uniform and ease of access to information and systems from either HQ or Country Offices. The management of most of the end-user IT services, business solutions and the underlying technology infrastructure is centralized with IMT. The Technology Infrastructure and Engineering Department (IMTTE) is responsible for providing and maintaining the IT infrastructure framework on top of which business applications and customers are serviced in an efficient and cost-effective manner. The organization strives to provide quality services to meet a variety of business requirements and its performance is regularly assessed by means of industry relevant benchmarks and annual certification/compliance with standards frameworks like SOX, ISO2000, and ISO27001. IMTTE scope of activities is composed of a wide range of services including Data Center operations, Global Network, Telecommunications, Videoconferencing, Desktop and server support for Windows, UNIX, and Linux, Email, Collaboration, Portals, Web, Financial and HR platform support including SAP and PeopleSoft. The services are tightly integrated and standardized in a way to provide 24x7 availability and transparency to some 13,000 users spread throughout DC headquarters and Country Offices. The Global Communications Unit (IMTGC), part of IMTTE, is responsible for provisioning communication, networking, and data center services to WBG. It is the key point of contact, accountability and coordination for the day-to-day delivery and quality of communications services from numerous service providers and through the WBG’s own telecommunication facilities and data centers. IMTGC manages service delivery tasks including, but not limited to: technical requirement definition, design, installation, operation, and maintenance. The goal is to provide a wide variety of global communication services and platforms that address WBG’s ever changing business needs. Within IMTGC, the Data Center Operations Unit (IMTDO) is responsible for managing technical operations of the data center facilities for the World Bank Group (WBG). WBG's data centers host the core IT and telecommunications infrastructure that is the foundation of the WBG's worldwide IT operations. IMTDO's mission is to provide secure, scalable, reliable, and cost effective data center services to the rest of the WBG's IT teams in support of a 24x7 world-wide operation. IMTDO is responsible for provisioning data center services to the World Bank Group. These data centers are located in the US and overseas. The Units’ mission is to provide necessary space capacity, to ensure necessary power and cooling capacity is provided, and to do all device installations and cabling in the data center, ensuring reliability, security, scalability and integrity to the full satisfaction of clients and end users on a timely and cost effective basis. The Unit manages service delivery tasks including but not limited to: technical requirement definition, design, installation, operations, and maintenance of services. The IMTDO unit is seeking a Project Officer. The selected candidate will assume ultimate responsibility for the accurate and timely completion of all work assignments. As a member of IMTDO they will perform and manage activities related to WBG’s data centers. Focus is either on the daily management of data center operations or specific projects as assigned. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
Duties and Accountabilities:
• Develop and manage the data center equipment placement process for multiple data centers in the US and abroad in compliance with policies and procedures. • Perform data center asset management within the framework and guidelines of the World Bank Group’s IT asset management structure. • Periodically audit and direct the performance of audits of all data center IT assets per the guidelines as required. • Partner with internal clients and provide project support, as needed, to ensure equipment planning and asset management project tasks, scope, resources, and timelines are adequately aligned to meet project plan requirements. • Keep all supporting groups advised of the provisioning plan. • Utilize knowledge of network topology, redundant power systems, structured cabling, HVAC systems relating to rack cooling, data center equipment enclosure requirements, and the physical data center layouts to perform and oversee equipment placement and planning for multiple data centers. • Utilize and implement Data Center Infrastructure Management (DCIM) software to manage on-going changes within the data center environment. • Support capacity planning and coordinate resource allocation. • Identify business requirements, design and implement new data center services or solutions that meet clients’ needs in the areas of network infrastructure and server management • Support the implementation of large, critical IT infrastructure projects as part of an overall data center management program. • Identify ongoing problems and opportunities to improve reliability, security or cost effectiveness of the data center infrastructure, research and propose solutions. • Establish processes to collect and analyze data for the purposes of data center capacity planning and delivery of periodic capacity reports • Experienced in forecasting potential infrastructure issues • Plan and execute possible small to large scale data center physical relocation in the US or at designated facilities worldwide. • Work with the General Services Department (GSD) to co-plan data center facilities upgrades. • Develop and document business processes and standard operating procedures. • Analyze potential system failure modes, develop contingency plans and conduct systems failover testing • Identify the need for new tools and processes in areas of responsibility as well as conduct research and propose solutions • Keep up with the developments in the data center industry (e.g. The Uptime Institute), understand how new products and technologies could meet our requirements, and integrate in the broader IT infrastructure. • Provides work direction and leadership to assigned projects, including scheduling, assignment of work and review of project efforts.
Selection Criteria:
• Minimum 7 years of experience provisioning systems in a data center environment • Bachelors of Science in Electrical/Mechanical/CS Experience: • Thorough understanding of electrical power and multiple power phases as it relates to data center deployments and systems • Thorough understanding of HVAC and enterprise cooling systems as they relate to the data center • Advanced knowledge of the Microsoft Office Suite to include Excel and Access. • Proficiency in the development of Crystal Reports • Knowledge of reliable electrical power distribution systems as they apply to data center design. • Knowledge of new approaches to data center architecture including cloud computing, blade systems, and virtualization as well as their impact on data center design. • Broad understanding of the state of the data center industry, how it fits in the larger IT infrastructure and helps meet business goals. • Ability to diagnose and resolve technical problems efficiently and under pressure. • Excellent verbal and written communication skills. • Excellent analytical skills. • Strong Project Management skills • Excellent ability to work in a team environment and across organizational boundaries. • Excellent task planning and monitoring skills, including the development of standard operating procedures.
