Background / General description:
The World Bank Timor-Leste is seeking a Communication Assistant to work at its office in Dili. With the supervision of a communication officer in Sydney, the communication assistant assists in promoting information sharing and dialogues about the Bank, its programs, and related development issues; establishing knowledge sharing partnerships and events; developing strategies for repackaging information for various audiences and platforms; and generating editorial content. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.
Duties and Accountabilities:
Summary of major job accountabilities at the full working level: Partnership • Implement the communication strategy related to outreach, information sharing and dialogues about the Bank and related development issues; as well as partnerships for sharing knowledge, which includes the Bank’s project and programs, research, studies, data, technical advice, and development expertise and experience. • Organize events and training in the PIC. • With appropriate guidance, regularly liaise with knowledge sharing partners, including government, development partners, think tanks, academia, youth, civil society organizations, media, private sector, and other groups. • Liaise with regional public information coordinators; EXT teams in the region and in headquarters; and other units in operations at the country office and in headquarters, on matters related to knowledge sharing. •Produce monitoring reports about knowledge sharing programs and activities. •Maintain and liaise with civil society. Information sharing and dialogues • Produce editorial content focused on results – blogs, press releases, brochures. • With supervision, repackage and disseminate information for various target audiences and using appropriate channels and platforms, including printed publications, the web, forums, information centers, etc. Maintain the country web site. • Provide timely and accurate information such as project documents in the Bank’s public information centers at the country office and in other partner-institutions. Manage the day-to-day operations of the Bank’s information center. • Manage registration of visitors to the PIC. • Create awareness of the Bank’s information policy both internally and externally. Advise on disclosure procedures. • Respond to routine inquiries about the Bank, and refer complex questions to appropriate Bank staff. • Coordinate logistics during dialogues and consultations about the Bank, its knowledge products and programs, and related development issues. • Organize exhibitions and other interactive events for the PIC. • Produce posters and materials promoting events at the PIC. Work implies frequent interaction with the following • EXT counterpart • EXT country team; country director; country teams; External Affairs in the region and headquarters, counterpart public information staff in other countries and regions. • Depository and regional libraries, InfoShop, World Bank distributors, WB Office of the Publisher • Academia, government, civil society organizations, local media, private sector, and other groups
Selection Criteria:
Essential Specialized Skills/Knowledge/Competencies • Understanding of the Bank, its policies and operations; • Good understanding of current development topics and issues in Timor-Leste. • Knowledge of social, political and development issues in the region and country. • Able to research and draft quality written materials or review adherence of written materials prepared by others to administrative requirements. • Experience in a similar role preferable. • Substantive knowledge and understanding of information management procedures and policy, with strong understanding of risks and opportunities of increased access to information. • Experience in managing events. • Good writing skills. • Spoken and written fluency required in one major language of the region/country and in English • Able to establish partnership based working relationships with internal/external clients. Demonstrates independence, initiative, and autonomy in addressing clients' needs. • Demonstrates good familiarity with and working knowledge of communication channels and tools, such as social media channels or radio. • Collaborates with other team members and contributes productively to the team's work and output, demonstrating respect for different points of view. • Takes personal ownership and accountability to meet deadlines and achieve agreed-upon results, and has the personal organization to do so. • Strong computer skills • Ability to work capably under stress and to juggle multiple tasks within tight deadlines Minimum Education/Experience at recruitment/selection • Minimum Education: High School or equivalent diploma or comparable experience • Minimum Years of Relevant Experience: Some relevant practical experience
