Remediation of Hazardous Waste Contaminated Sites
A. Advertisement No. 1/2012 – NCEF/CPCB
Central Pollution Control Board, Ministry of Environment & Forests, Govt. of India is implementing a National Clean Energy Fund project on remediation of hazardous waste contaminated sites in the country. This project has been envisaged for remediation of 12 priority contaminated sites across the country. This project is designed to provide a detailed site investigation, design of appropriate engineering solutions for remediation and also to implement actual remediation of those contaminated sites. To realize the objective, the project is envisaged in two phases i.e. preparation of detailed project report (DPR)for remediation of each contaminated area in the first phase and subsequently undertaking environmentally sound remediation of these sites in the second phase of the project. Applications are invited from Indian nationals for the following positions on purely contract basis. The period of the project is five years and the staff for the NCEF project will be selected based on contract initially for one year which may be later extended as per requirement based on the progress of the project and decision of the Competent Authority of Central Pollution Control Board. Salary indicated below is the maximum for the first year of service.

B. General Conditions:
(i) Persons working in Government / Public Sector undertakings / Autonomous organizations should submit their applications through proper channel.
(ii) Candidates will have to produce the proof of details furnished in their applications, in original at the time of interview.
(iii) Applications received after due date, unsigned applications, applications where the post number is not filled in / not filled correctly, applications if not followed by the copy through proper channel, and incomplete applications in any respect, will not be considered.
(iv) Only Indian nationals need apply.

(vi) It may be noted that if at any stage, it is discovered that an attempt has been made by the applicant to wilfully conceal or misrepresent the facts, his candidature will be summarily rejected or his employment terminated.

C. Terms and Conditions of Recruitment:
(i) The appointment of the consultant will be purely on contract basis and can’t be claimed for consideration of any kind of regular position in CPCB.
(ii) The appointment shall be initially for a period of one year with a possibility for extension depending on the project status.
(iii) The place of appointment shall be Delhi and perform duties as entrusted and assigned by Incharge, Hazardous Waste Management Division of CPCB.
(iv) Duties may also involve travel and field activities as per the requirements of the project from time to time.
(v) The staff shall be entitled to only Casual Leave as per the rules of the CPCB.
(vi) Working hours and holidays shall be those applying to the Central Government employees and activities of CPCB.
(vii) During the employment with CPCB if the candidate wishes to withdraw/resign from the position or if CPCB doesn’t require the employment of the candidate, one months notice on either side shall be binding for termination.
D. Nature of duties/responsibilities:
(i) Work with the consultants hired by CPCB and Hazardous Waste Management Division of CPCB on technical aspects at various stages of project on assessment/remediation of hazardous waste contaminated dump sites including review of the reports at various stages, ensuring the quality of deliverables as per the agreed scope of work and ensuring their progress as per the agreed schedule of the contract.
(ii) Develop the Terms of Reference (ToRs) for the respective studies.
(iii) Develop monitoring protocols for the implementation of various project activities in consultation with the CPCB and provide regular updated reports to the Incharge, Hazardous Waste Management Division in CPCB.
(iv) Liase with and invite the Project Steering Committee (PSC) members and Technical Expert Committee (TEC) members to project meeting, technical discussions and reviews of studies, reports and activities related to progress of the project.
(v) Any duties/responsibilities entrusted by Incharge, Hazardous Waste Management Division, CPCB from time to time.
