Background / General description:
The Finance and Private Sector Vice Presidency is a joint Bank/IFC group providing analytical and operational support on public policy. Within this Vice Presidency, the Enterprise Analysis Unit (FGIEA), part of the Global Indicators and Analysis Department (GIA) has developed the Enterprise Surveys (ES) which is the main survey instrument that links investment climate conditions to firm performance measures in client countries. The Enterprise Analysis Unit has a critical mass of firm data on more than 130,000 firms covering all the World Bank regions. The Unit has also developed other products to meet internal client demands in the area of data collection, indicator generation, and data analysis. The Enterprise Analysis Unit will continue to update the data, expand the country coverage and produce quantitative analysis on broad topics such as factors that influence firms’ decisions to invest, create jobs and improve productivity through policy notes. The Unit is looking to hire an individual to help on developing quantitative analysis and disseminating results as it has become necessary due to the growing demand for its services. The position for a Private Sector Development Analyst is aimed at fulfilling the mission of expanding analysis and research as well as coverage of the main ES and other products.
Duties and Accountabilities:
A highly motivated Private Sector Development Analyst is invited to join this dynamic unit, requiring a mix of research and policy skills and a good knowledge of institutional economics. Duties will include: • Conduct analytical research as required by the GIAEA’s work program. In particular, contribute to the GIAEA’s existing knowledge products and help design new knowledge products for the Unit; • Take leadership and coordinate the dissemination of data-based facts generated in the Unit in social media; • Produce his/her own research as agreed with the Manager of the Unit; one submission to peer reviewed journals per year; • Assist the implementation of Enterprise Surveys based on GIAEA established procedures, including: dealing with procurement; providing material and directions for fieldwork preparation; overseeing Implementing Contractor; supervising fieldwork implementation, sample management and data quality control; analysis of final data • Supervise or implement Enterprise Surveys data management, including cleaning and standardization of datasets. • Contribute to the management and development of website statistics and indicators based on Enterprise Surveys
Selection Criteria:
• Advanced degree (Ph.D. preferable) in Economics or related discipline; • Demonstrated pertinent analytical skills and experience; • Demonstrated research and analytical skills and experience pertaining to business environment issues; understanding of substantive issues in comparative institutional and regulatory analysis; experience in cross country analysis desirable; • Demonstrated research in the areas of innovation, business regulations, gender inclusion, survey research methods, entrepreneurship or informality; • Experience working with large data sets, particularly with the firm-level data, as well as panel data, experience working with the datasets produced under the Global Indicators and Analysis department (such as Enterprise Surveys and Doing Business) is a plus; • Well-developed interpersonal and team working skills; ability to operate effectively as a unit team member; initiative, persistence and positive attitude; • Excellent working knowledge of STATA, and strong skills in Excel; and • Excellent oral and written communication skills in English; and fluency in Arabic, French, Portuguese, Spanish and/or Russian is a plus.
