Background / General description:
The World Bank supports Djibouti’s development through IDA grants or credits, and trust funds. The current IDA portfolio (as of October 2012) comprises six projects with a net commitment value of US$41.1 million with a focus on education, health, energy, urban poverty reduction, rural community development, and employment and human capital safety nets. The current World Bank country assistance strategy (CAS) covers the FY09-FY12 period, and was discussed by the Bank’s Board of Directors in April 2009. The CAS was articulated around three core objectives; i.e. (i) supporting economic growth; (ii) supporting access to basic social services and human development; and (iii) supporting governance and public sector management. A new Country Partnership Strategy (CPS) is under preparation and is expected to be discussed by the Board in May 2013. The World Bank Office in Djibouti is seeking to recruit a dynamic, outgoing, organized and suitably-qualified candidate to fill the post of Operations Analyst. This is a local position based in the World Bank's office in Djibouti. The Operations Analyst will report directly to the Resident Representative and will provide substantive operational, project, research, statistical and other analytical support to the Resident Representative and Task Team Leaders with respect to the country work program activities. He/she will assist in the monitoring and evaluation of the overall country portfolio performance, as well as in monitoring and managing individual activities in the portfolio. Note: The successful candidate will be recruited for a one year appointment. Depending on satisfactory performance evidenced by review at the end of the first contract and available financing, the contract may be extended.
Duties and Accountabilities:
• Contributes to specific operational activities at all stages of the project design and implementation, including participation in the development of concept notes, facilitating communication between the Bank’s task teams and counterpart agencies, drafting project-related correspondence, reviewing budget planning, monitoring use of funds and assisting with client billing, supporting mission scheduling and meeting arrangements, participating in meetings with government agencies and development partners, and maintaining records of meetings to help with drafting of correspondence; and conducts independent discussions with client representatives on selected problems and issues identified by task team leaders; • Carries out substantive research and analytical tasks on a wide range of country issues, maintains informational databases in order to assist the Resident Representative with regular country monitoring notes and updates; drafts sections of briefing materials on the status of the country program and project issues for the World Bank Annual and Spring Meetings, as well as for management visits and other purposes; and prepares materials for annual and mid-year portfolio reviews and country team meetings; • Interacts with country and task team members, and the government agencies in the formulation and implementation of the Country Partnership Strategy (CPS) and/or other documents related to strategic cooperation with the Government of Djibouti; prepares standard sections of the CPS document and country strategy submission as input into business plans, work program agreements, mid-year reviews, etc.; reviews and screens relevant documents/reports for consistency with the CPS and other documents; • Works closely with the Resident Representative on portfolio monitoring, analyzing operational data and providing regular and ad hoc reports to management on the status of the country program; coordinates with Resource Management staff to ensure accuracy of the data in the institutional information systems; identifies issues and raises concerns with regard to the overall portfolio quality, as needed; • Analyzes projects at completion, comparing actual results with those projected at the concept note stage; • Other responsibilities, as needed.

Other Selection Criteria: • MA/MS in a relevant discipline (e.g., economics, finance, business administration, social sciences, or other field related to development) OR Equivalent combination of education and experience; • Minimum years for relevant experience: 2; • Solid theoretical base in a relevant discipline (e.g. economics, finance, business administration, social sciences, or other field related to development); • Seasoned knowledge and experience in applying the World Bank or other international and governmental agencies operational processes and procedures, as well as a well-developed understanding of specific country issues; • Ability to perform a broad range of portfolio management tasks in the work unit, e.g., monitoring the implementation of projects under execution; monitoring the progress of country strategy; regularly preparing and reviewing progress reports, identifying and following up on issues, participation in supervision missions; • Demonstrated analytical skills and excellent written and verbal communications skills in both French and English; • Excellent computer skills, including word, powerpoint, excel and ability to prepare concise presentations to communicate project implementation issues and propose solutions; • Ability to participate in country-focused missions, under the guidance of the respective mission leader and independently carry out assigned tasks.
